La ligne a été crée en 1896 par la Compagnie Internationale des Wagons-Lits. Il reliait Paris puis Brussels, Cologne, Hanovre, Berlin, Konigsberg et Daugavpils jusque Saint Petersburg.
Les fondateurs de la CIWL voulaient établir un lien direct entre Saint Petersburg et Lisbonne pour connecter avec les paquebots vers l’amérique.
1958 le Paris - Scandinavie Express comportait aussi une voiture couchettes SNCF (probablement type DEV).
